Under the terms of our Leader with Associate Cooperative Agreement (Number: EEM-A-00-04-00002-00), VEGA can consider only those Program Description Requests which the requesting Mission/Bureau has cleared with our assigned USAID Cognizant Technical Officer (CTO). To acquire the services defined in the Program Development Request, the Mission/Bureau executes an Associate Cooperative with Volunteers for Economic Growth Alliance (VEGA), pursuant to the Leader with Associate Cooperative Agreement cited above. As stipulated in the LWA, Missions should avoid identification of any of VEGA’s member organizations’ specific programs or services. Further, this will prevent inadvertently distorting VEGA’s competitive selection process toward a single Member Organization. Although Missions/Bureaus may have had previous experience (and may desire future experience) with a specific VEGA member organization, VEGA will competitively select the member organization(s)’ program that most effectively responds to the needs stated in the Program Description Request.
