Steps to Securing and Associate Agreement

VEGA was awarded a Leader with Associate (LWA) Cooperative Agreement in 2004 which provides rapid and Mission-friendly access to VEGA organizations for economic growth programs. That access is provided through the execution of an Associate Cooperative Agreement with VEGA by a USAID Mission or Office. One advantage of using VEGA is that it can work in partnership with Missions to both design and implement a broad range of economic growth activities.
These simple steps will ensure that your needs are met as quickly as possible:

  1. Mission sends draft Program Description (SOW) requesting VEGA’s services to USAID CTO Steve Silcox at ssilcox@usaid.gov for approval.
  2. Once the Program Description is approved to be in accordance with VEGA’s Leader Agreement, Mission submits same to the appointed Contracting Officer (CO) for the Mission.
  3. The CO approves the Program Description and sends same to VEGA.
  4. VEGA conducts an internal competition amongst its member organizations to select the best qualified proposal (see Competitive Review Process below).
  5. The proposed VEGA program design and budget is submitted to Mission for final negotiation and execution of Associate Award.
  6. Implementation begins.

 
Competitive Review Process:
Every VEGA award is competed for internally among all member organizations interested in implementing a particular program. Each member’s (or groups of members) program design is reviewed by an experienced committee of mid-to-senior level program design professionals. Depending on the Mission’s level of urgency, VEGA will activate either its Fast-Track or Full-Review Process. Although the review committee will evaluate each design according to weighted averages of the organization’s approach, core capacities, budget, volunteer matrix and staffing, a Fast-Track proposal will contain a more general technical program description of 9 pages verses 20 pages for a Full-Review.
 
Timing:
VEGA can turn around a technical proposal in approximately 2-4 weeks from the official request. Depending on the details of each program, VEGA can have the first phase of in-country operations activated within 30-45 days of receiving the award.
